Added api endpoint classes to list available echo areas, list messages from the selected area, and messages itself

Added a fidoconf class to parse fidoconf area settings on the fly. Based on husky2ini.php with very little changes.

Added index.php to be used as a simple bootstrap.

It is unsafe to use this authorization algorithm.
Needs to be updated in the nearest future.

- Added a setting for the areas.ini file location, which is now stored outside of the document root dir by default
- Added a setting for fidoconf areas file location
- Added an option to choose how to get areas info: from the areas.ini file, or from the fidoconf on the fly
